Traveling Merchant not respecting light requirements for spawn

I helped a friend install Primitive Mobs on his server, and though we've had issues with everything being way too common (we think we've managed to fix that now, though their spawn rates are drastically lowered), we've found that for some reason, the Traveling Merchant is able to spawn in complete darkness. Yes, we have Forestry and its bee additions installed, which means hives that emit light, but I've witnessed them spawning where there's no light whatsoever, no hives nearby. Is it looking for Sky Light? Even at night, Sky Light is always 15 for some reason, even if block light is 0
