Describe the bug
The withers dash ability causes it to break blocks, even with gamerule mobGriefing turned off.
Versions:
- Minecraft: 1.18.1
- Forge: 39.1.2
- Progressive Bosses: 3.5.4
- InsaneLib: 1.4.3
Steps to reproduce
- disable gamerule mobGriefing
- summon wither enough times for it to get to a level where it does its dash
Expected behavior
the withers dash should cause it to pass through or bounce off of blocks while mobGriefing is disabled.

Can the issue be reproduced with a mininal set of mods? (E.g. Progressive Bosses + InsaneLib + Tinkers' Construct)
Yes, it can be replicated with only Progressive Bosses + InsaneLib
