[Improvement] Enderwire peripheral connector for turtles and pocket computers

Describe your idea
Basically, there is should be a way to connect pocket computer and turtles to enderwire networks. I guess, only interdimensional once, to avoid problem with range invalidation

After discussion with SquidDev, I figure out, that I can try to implement modem interface and not using modem itself: https://github.com/SquidDev-CC/CC-Tweaked/blob/mc-1.16.x/src/main/resources/data/computercraft/lua/rom/apis/peripheral.lua#L37.
