Says, "Waiting for permission to download documents" on my pc. Playing with my dad, installed everything the same, and his works just fine.

When you first opened PI it should have asked for permission to download documentation. If you declined it should ask again the next time you open PI but it looks like it may have somehow ended up in a broken state.
If thats the case then close minecraft, delete this folder .minecraft/config/brandon3055/ProjectIntelligence then restart minecraft and open PI via the keybinding.
