Describe the bug
Items with restricted use based on skill level are giving xp for right clicking them even though they aren't activating.

Expected behavior
An item with a use requirement that isn't met shouldn't give xp.

To Reproduce
Steps to reproduce the behavior:

1. Set minecraft:ender_eye to have a magic requirement of 100 to use
2. Set minecraft:ender_eye to give 10 magic xp for using
3. Ensure magic level is below 100
4. Right click (item is not used) and get xp

Versions:

• Minecraft: 1.16.5
• Loader: Forge-36.2.39
• PMMO: 1.16.5-3.67.6

Not sure if you are fixing bugs on this old a version. Figured I'd log it and let you decide.
