Describe the bug
I have a 3 second speed boost in a plains biome. The speed boost should be constant, yet it drops for a split second and the reinstates itself. As a result, I see the zoom in/out due to the speed boost every few seconds. Very distracting.

Expected behavior
I assume that the biome boost should refresh less than it's duration, hence making it a constant speed boost.

To Reproduce

1. Enter plains biome.
2. Speed boost kicks in, problem occurs.

Versions:

• Minecraft: 1.16.5
• Loader: Forge 36.2.33
• PMMO: 1.16.5-3.67.6

Additional context
Happens in both single player and LAN.
Not caused by lag.

I've seen the same issue raised in a closed report, but it seems to have been closed assuming that it was down to server lag.
