A way to disable default data in lieu of Mojang's datapack filters.

Why is this feature needed
1.18 has no means to easily disable default data.

Describe alternatives you've considered
Forcing overriding of every entry.

Given that users are already making a datapack to override, the alternative solution of creating a function to disable the default pack which is added to the load tag is sufficient.
