Travel Requirement Unlock Doesn't Work

Describe the bug
Setting "TRAVEL Req Enabled" = false in pmmo-server.toml doesn't unlock dimensional travel to dimensions that are otherwise gated.

Expected behavior
Setting the option to false should allow all restrictions on travel to be ignored.

To Reproduce
Steps to reproduce the behavior:

  1. Start fresh instance.
  2. Make a new save game.
  3. Edit pmmo-server.toml to have "TRAVEL Req Enabled" = false and save.
  4. Load save game, build nether portal, try to travel to nether and be blocked due to not having 30 combat skill.
