Have two values (default of 1) in pmmo-server.toml that allow you to change the global scaling of how fast vein mining charges and how high your maximum is.

Why is this feature needed
Just to make an easy way to adjust the difficulty of vein mining without having to make a datapack for every single item.

The current global scaling for vein mining only affects how much is used.
