A way to comprehensively disable GLM-based features

Why is this feature needed
Forge's implementation of GLMs does not permit overwriting of GLMs. Therefore there is no way to remove the defaults. This configuration option would prevent the conditions for default GLMs from returning true and effectively disable the feature. While this is not the ideal solution, I do not have a better one at this time.

Describe alternatives you've considered
deleting the GLMs from the jar.
