Describe the bug
Riding XP (tested in boats with sailing, but seeing reports that other animal riding is affected too) not being awarded.

Expected behavior
Getting in a boat and sailing around should give sailing XP.

To Reproduce
Steps to reproduce the behavior:

1. Give yourself a boat
2. Put boat in water
3. Climb into boat and paddle around
4. Get no xp

Versions:

• Minecraft: 1.19.2
• Loader: Forge-43.2.4
• PMMO: 1.19-3.0.2

Additional context
It was suggested that anti-cheese might be the cause of this. I tried commenting out the relevant (riding) anti-cheese setting in pmmo-AntiCheese.toml (using notepad, with the game closed), but when I started the world up the file was rebuilt and the lines were no longer commented out.

Might be a two-for-one bug.
