Describe the solution you'd like
The disabler should replace the pack.mcmeta of "generated_data" instead of making a new pack. Additionally the command should have extra arguments allowing for the inclusion of finer filters so that the disabler is not purely an all-or-nothing filter.

Why is this feature needed
The merging of the disabling functionality into generated data prevents load order issues and ensure the user's configured data is top priority. Furthermore, the fine controls of the disabling give the user options without having to understand how pack filters work.
