Describe the bug
If you have no skills at all, and you perform a /pmmo admin <name> add agility level 1 you get no xp/level

Expected behavior
Your level should progress to 1

To Reproduce
Steps to reproduce the behavior:

1. Start new world
2. Ensure skills are cleared
3. /pmmo admin <name> add agility level 1
4. Get not skillup

Versions:

• Minecraft: 1.19.4 (possibly others)
• Loader: Forge-45.0.49
• PMMO: 1.19.4-0.0.6
