[Minor] When Breaking Underwater Things, Get Warning

Describe the bug
When breaking underwater objects (like kelp), a warning comes up in the chat that you aren't skilled enough to break water. The break event is otherwise not interrupted.

Expected behavior
Shouldn't get the warning.

To Reproduce
Steps to reproduce the behavior:

  1. Swim to when kelp attaches to sea floor
  2. Break kelp with fist
  3. There is no 3
  4. See error

Versions:

  • Minecraft: 1.19.2
  • Loader: Forge-43.2.11
  • PMMO: 1.19.2-3.1.1

This is present in the 1.20.1 build as well.
