Describe the bug
4 players on server: fine
5th player joins: all the perk effects stop working for everyone
A player leaves: perk effects start working again

Expected behavior
Perk effects should continue to work with any amount of players on the server.

To Reproduce
Steps to reproduce the behavior:

1. Have 4 people on a server
2. 5th person joins
3. There is no step 3
4. See error

Versions:

• Minecraft: 1.20.1
• Loader: Forge-47.2.0
• PMMO: 1.20.1-1.2.10
