[1.19.2] PMMO VeinMiner doesn't work on mining materials when using Tetra tools

Describe the bug
PMMO VeinMiner doesn't work on mining materials when using Tetra tools. It DOES work on dirt, sand, wood, etc. It DOES work with vanilla tools, and tetra tools can vein mine non-mining materials (such as dirt, sand, wood, etc).

Expected behavior
VeinMiner works with Tetra tools for mining materials.

To Reproduce
Steps to reproduce the behavior:

  1. Craft Tetra Pickaxe
  2. Attempt to Vein Mine dirt successfully.
  3. Attempt to Vein Mine stone unsuccessfully.
  4. See error

  • Loader: Forge 43.3.2
  • PMMO: 1.19.2-3.3.10

Additional context
Works fine with vanilla tools, and seems to work fine with non-mining related blocks, such as dirt/sand/wood/etc.
