[1.20.1-1.2.14] XP Bonus Doesn't Apply To Damage

Describe the bug
When fighting, you don't get any change in XP from Bonus percentages.

Expected behavior
Bonuses should be applied.

To Reproduce
Steps to reproduce the behavior:

  1. Put on black dyed leather armor
  2. Attack Zombie
  3. Get same XP per swing with or without bonus
  4. See error
