Wrong XP Value Given When Enchanting

Describe the bug
When enchanting an item with an enchanted book in an anvil, you get the anvil repair XP values and not the enchantment XP values.

Expected behavior
Adding enchantments via books in anvils should give enchantment XP value (ex, 120 magic XP on diamond pickaxe)

To Reproduce
Steps to reproduce the behavior:

  1. Place an anvil
  2. Give self XP
  3. Add diamond pickaxe to anvil
  4. Add Silk Touch enchantment book to anvil
  5. Remove enchanted pickaxe
  6. Get 4000 of Smithing XP

Versions:

  • Minecraft: 1.20.1)
  • Loader: Forge-47.2.0)
  • PMMO: 1.20.1-1.2.20
