[1.21.1] Getting Hit (Without A Shield) Awards SHIELD_BLOCK XP

Describe the bug
With no shield equipped, I am getting combat XP when hit. Log says:
[20:20:41] [Server thread/INFO] [ha.pm.ut.MsLoggy/]: XP: SHIELD_BLOCK base:{combat:11}, afterBonus:{combat:11}, afterAntiCheese:{combat:11}

Expected behavior
Shouldn't get combat XP for getting hit.

To Reproduce
Steps to reproduce the behavior:

  1. Change difficulty to easy
  2. Let spider hit you without a shield
  3. See error

Versions:

  • Minecraft: 1.21.1
  • Loader: NF-21.1.89
  • PMMO: 1.21.1-2.6.17
