Describe the bug
Even after creating an override with a datapack in the correct folder, Mending still refuses to allow tool use.

Expected behavior
Expected the datapack to solve the issue.

To Reproduce
Enchant a Pick with Mending
Override Mending req in datapack
Receive Mining Fatigue
