Player has tried placing a Routed Junction pipe underwater twice now and caused a crash twice.
I attempted to replicate it, by placing a junction pipe down in the same location- but it seemed to only occur when he did so.

So any advice or pointers to the correct place would be appreciated.

ProjectRed-1.12.2-4.9.1.92, with all of its additional mods.

Can't reproduce at all and can't see any indication in the crash logs that ProjectRed is involved in any way.
