This gate is simple, with two bus/ins and two bus/outs. Left/Right sides are in, Front/Back is out.

Bus signals (1-16 of the colors) on the left side are output on the back out, and signals on the right to the front output.

It could be made in IC chips but are terribly complex.

It sounds more like a bundled null cell that makes a 90 degree turn rather than a programmable bus router.
