What happened?

When smart lamps are placed first, and then the cables are placed, the following happens:

When the cables are placed first, and the lamps later:

It would make more sense if both would result in the same.

When the lever is switched the lamps do not power up as would be expected from the connections shown. This seems, after some testing, to be dependent on the direction the connection is in:

Bundled cables also do not respond properly when the blocks they attach to are changed in certain ways, e.g. when the smart lamps are rotated with the screwdriver:

Or if a cable is broken by water (first placing the cable on land, then placing some cable inside of the water on the block next to it):
