OreDict not working for tools

Rubies, Sapphires and Peridots correctly register themselves as ore dictionary gems so Project Red rubies can be used in other mods' recipes such as GT's modified energy crystal recipe using rubies instead of diamonds.
However, the Project Red tools don't use other mods' gems such as Gregtech's Olivine(Peridot) Sapphires, and Ruby's. Ie. Only Project Red gems can be used in the creation of tools, not other mods' gems. Heres some screenshots illustrating they don't work (in this case, its a ruby pickaxe).
The first image is me attempting to craft it and the second image is the recipe of the pickaxe according to NEI, where only the project red gems are valid.
Bug or intentional?
