[BUG] Data cards have to be reprogrammed on world load (SSP) (V4.3.5B30)

Version 4.3.5 B30 (last stable)
Any time I exit to main screen or the game crashes I have to reprogram all Data Cards or the pipes requested items don't come. I am ASSuming this is a bug. I am also guessing this is a known bug but I did not see it listed anywhere so I figured I'd report.
