Chip priorities are ignored for certain storages e.g. TE caches

Describe the bug
Chip priority settings are ignored when the storage it is connected to is a Thermal Expansion cache, or I guess if it doesn't have an inventory

To Reproduce

  1. Chest with extractor leads to a cache with responder set to priority 1 and a chest with priority 0
  2. Insert items into the input chest
    Even though the cache has priority 1 items will be distributed between the cache and chest evenly

Expected behavior
All items should go to the cache first until it fills up

The same issue occurs if the cache has a responder chip and the other chest has an overflow chip, half of the input ignore the responder chip.

None of these issues occur if the cache is replaced with a chest, and it is a massive shame that it's not possible to use the cache with PR
