Personal Emc link doesn't transmit Emc to system.

I'm not experiencing this personally, on the latest version. Are you playing in multiplayer and trying to use a Personal EMC Link someone else set down? If so, EMC Links, no matter the tier, are tied to the player that placed them. You're going to have to make your own if you want to dump anything into your own stash of EMC.
