Cannot level up after loading a new world – persistant data might be the culprit

After making a new world, Psi notified me like it should, about transferring levels to this new world. I don't remember what I clicked on, but nevertheless I received the levels from my other world. Now here comes the issue: I am at stuck at level 12(loopcasting) and the upcoming levels, 13 and 14, are totally gone. I have done the spell with the required trick, Loopcast Index, but it wont level me up or bring me to 13. My total Psi level is 14, but Level 13 and 14 are nowhere to be found in the list, not in the finished ones or the ones to come, neither greyed out or white. It goes from level 12 (loopcasting) to 15 (greater infusion), with nothing in between. I'm pretty sure this is a bug.
And btw, before I created the new world, I could see the two upcoming levels in white text, which makes perfect sense because I was level 14 but on Loopcasting(12). But after entering the new world they were inaccessible, and now also in the original world.
Is there a command to get me to the next level, or some save file I can change so that I can progress while this apparent bug is still present?
I have been doing some more testing and it seems to me that the main issue is the event listener for casting spells. It doesn't register that I used the trick needed to level up and that's why I am stuck. I have even tried editing the player level and level points in the level.dat and playerdata file, but it still doesn't let me level up.
