Psimetal tools have incorrect mining level

Version Information:
Minecraft version: 1.19.2
Forge version: 43.3.0
Psi version: 2.0.0
Steps to reproduce:
Mine anything above the intended mining level of a psimetal tool with one.
What I expected to happen:
No drops received from the block when broken.
What happened instead:
Blocks requiring diamond and netherite tool tiers have drops when broken with a psimetal tool.
