If hammering a bloom sets you on fire while you're standing in water, it eats the water block.

Issue Description
I set up a water block near my anvil so I could hammer in relative safety and then put out the other fires later. But instead of keeping me safe, any time the bloom would set me on fire, it deletes the water block I'm standing in instead.
What Happens
Stand in water.
Hammer a bloom.
Catch fire despite standing in water.
Look down.
Water is disappeared.
What You Expect to Happen
Not to get set on fire while standing in water.
