Issue Description

[...] when there are 2 wood chips piled up on the ground, you will only get a single one when broken by shovel.

Breaking a pile of woodchips created from the sawmill that is 1 high yields ONE wood chip item.

Breaking a pile of woodchips created from the sawmill that is 1 high yields TWO wood chip items.

In 1.4.0 the sawmill will place a woodchip pile with a value of 2 instead of 1 when placing on an existing wood chip.
