Redstone Blocks have inconsistent crafting inputs and outputs

Issue Description

The number of redstone used to create a redstone block is not consistent with the number of redstone created from a redstone block. This also affects lapis lazuli blocks.

What Happens

Redstone blocks take 9 redstone to create in a compacting bin, but only produce 8 redstone when hammered on an anvil.

What You Expect to Happen

The amount of Redstone stays consistent.
