Add config option to disable "Durability" tooltip on tools

Issue Description

Currently there appears to be no way to get rid of the "Durability: X" tooltip on tools from PyroTech, so it would be nice to have that. It kind of stands out when compared to Vanilla and other mods' tools, anyway.
