Suggestion is quite simple - if the plant fiber has been drying in the rain for too long, it turns into a rotten plant fiber, which cannot be used anywhere except composting into mulch or something similar.
In order to prevent rotting of plant fiber in the rain, it is enough just to place blocks above the dryer.
