Hunting Knife Leatherworking Recipes Don't Work

Issue Description
Recipes for scraping hide or relating to the hunting knife do not work.
I am also using a personally made custom pack and am unsure if there is a conflict with any mods. Below is a link to the pastebin of all the mods being used.

What Happens
Using JEI and the guidebook from Patchouli show that the recipes for scraped hides do not exist. Attempting to use the recipe of crafting any pelt with a hunter's knife causes nothing as though the recipe doesn't exist. This extends to all recipes that use the hunter's knife excluding butchering.
What You Expect to Happen
Shapeless craft for scraping hide and cutting leather using the hunter's knife. Both as something that appears in the guidebook and JEI and as something that can be done in-game.
