Rocks interfere with AI pathfinding

Issue Description
AI pathfinding tends to get stuck on Pyrotech rocks.
What Happens
Animals get stuck on rocks and spin in circles, sometimes jumping. I believe the pathfinding is treating rocks as full blocks, and tries to climb on top of them.
To reproduce: create a new world (superflat is useful here) and spawn some animals. They should find their way to a rock fairly quickly.
What You Expect to Happen
Pathfinding AI should act as if the rocks are not there at all, similar to grass or snow layers.
