Pickarang can bypass FTBU claim protection

One of my players made me aware of an issue where they were able to destroy blocks in claimed territory that they can't otherwise modify by using the pickarang. They've provided me with a video of this in action, demonstrating that they can't destroy or place blocks otherwise.
