There is, by default, no option in the config to disable Midori stairs and slabs.

I have tried adding an entry manually, but unfortunately this did not achieve the intended result.

    B:"Enable stairs and slabs"=false
    B:"Enable walls"=false
}

Adding missing config properties will not have an effect, for future reference.
