i downloaded the newest version of forge, but it says i need a newer version to play

every time i open minecraft with forge it says "you must include the right dependencies for Quark: requires Minecraft Forge 14.23.5.2831 or above. (you have 14.23.5.2768)"

You did not download the latest version, you downloaded the "recommended" version. Download and use latest instead.
