Both Quark and Placeable Items allow you to place blaze rods. If both are present and enabled (though I'm pretty sure placeable items doesn't have a config), shift-right-clicking with a blaze rod often places the blaze rod block from both mods (on adjacent blocks.) The more you move your cursor while placing the rod, the more likely it is to be duplicated. When the rod isn't duplicated, the Quark one flicks in for a second before changing to the Placeable Items one.

Placeable Items only places its blaze rod on shift-right-click. Just right-clicking only places the Quark one.
