I can confirm that the "Animals Eat Floor Food" feature is broken in Quark-r1.6-177 on Forge-14.23.5.2836. Tested with only Quark and dependencies.
While I understand that there is now a 1.14 version of Quark. There are some mods, like Botania, that do not have an official 1.14 release yet. I, for one, am playing primarily with Botania and Quark and would like to be productive with all my seeds from farming instead of just trashing them.
