No config option for Hoe Harvesting

There is "Hoes Can Have Fortune" = false, but no option to turn off Hoe Harvesting entirely.

If you Ctrl-F for it you'll see it's there.

@Vazkii This is for 1.14. There is no config for the 3x3 or 5x5 harvesting in HoeHarvestingModule.java
