Also can't reproduce, I tried all combinations of normal pickarang vs piercing pickarang, creative vs survival, and deep water vs 1-block deep water vs waterlogged top slab.

I had Pickarangs repeatedly disappearing in Vazkii's Crucial pack (so 1.12 rather than 1.14, which is why I didn't bother reporting it independently) while in a boat, and I was in fact using it to mine Lily Pads.

I got it to happen relatively consistently, although I never made any connection with Lily Pads at the time. I just knew it kept disappearing while being thrown from a boat.
