Client Crash on Server Join - there are 7 missing registry items

Trying to run server on
Minecraft 1.12.2
Forge 1.12.2-14.23.5.2831 (have tried 2847,2838)
Quark r1.6-178 (have tried 177)
ARL 1.3-32
The server loads fine, but the client crashes when joining, saying
[14:32:55] [Netty Client IO #2/FATAL] [FML]: Failed to connect to server: there are 7 missing registry items
I have tried various versions of forge, quark, and ARL. All with the same problem. I am trying to add quark to my pixelmon server, but having this issue. For troubleshooting, the only mods in the server are ARL and quark.
I have looked everywhere and can't find anything on this issue. Sorry if this is an easy fix and I'm just dumb, I looked as hard as I could for a solution.

Nothing worked, but after a reboot, fresh installs of client, server, and fresh downloads of mods/forge etc it worked. Sorry to have wasted time.
