[1.14] Crash when dispensers try to place Storage Drawers and then when loading world

Trying to place a storage drawer with a dispenser (dispenser place blocks enabled) results in this crash.
Subsequent attempts to load the area result in the same crash, making the world effectively unusable until you disable the dispenser placing behaviour in the automation module.
Originally seen on a dedicated server, but just as reproducible in a local world.

For others who have this issue, add the following to your dispenser placing blacklist to permanently fix the issue at the cost of not being able to place storage drawers with a dispenser:
