It's difficult to use emerald block as lure for villagers, they often forget about it for no reason and run back to their home.
Maybe, their behavior should be tweaked so that emerald block has higher priority?
I'm playing on multiplayer server and we even had to zombify villagers to move them from one village to another because of this issues.

It works just as well as in vanilla, it's the exact same AI task.
