Features not removed when updated in config files

I tried deleting some of the features from the Quark Mod because I did not like them but they would not get removed from the game. I set a bunch of stuff to "false" in the files but when I went back into Minecraft they features were still there and fully functional. They were still in the game even though they should have been removed
Blocks and items will stay. Any of these in the world will not get deleted, they will just be unobtainable. Which features specifically have you disabled?
