[r2.1-235] Enchanting table should no longer let you generate more enchanting pieces if the item is at maximum

This can be seen with Fishing Rods. You can get a maximum enchanted fishing rod and the plus sign will still show up, it will generate nothing if pressed, but still shouldn't appear and give some kind of warning.
