The Matrix enchanting feature in quark oddities does not allow higher levels of enchanting the way Apotheosis does. If apotheosis is installed, quark oddities should use the max level of enchantments from the apotheosis config, not vanilla.

The quark system has never been designed to accept this type of values. You're just going to have to turn off one or the other.
