[1.12.2] Unintended interaction between hotbar changer and InventoryTweaks auto-refill

The only mods used are the newest versions of Quark, Autoreglib, and InventoryTweaks.
When using Quark's hotbar changer and InventoryTweaks auto-refill options, the focused item is moved to the new hotbar if the same slot is empty on the new hotbar.
